Council Fights Lakeside Heritage Listing as Costs Skyrocket (PRSC REPLY)

The following letter is a reply by the Chief Executive Officer of the Pine Rivers Shire Council, Ray Burton to an open letter from LMRE president, Ian Milton. (Click here to read LMRE letter)

 

Dear Mr. Milton,

Thank you for your letter of 3 July 2003 addressed to the Mayor and marked for the attention of all Councillors. A copy was also sent to myself and I am now responding on behalf of the Mayor and Councillors.

Council has resolved to appeal the Heritage Listing on Lakeside and has since formally lodged the Appeal. It is not known at this time how long it may be before the Appeal is heard.

The Appeal was lodged as Council is concerned that the Heritage Listing places undue restrictions on the future use of the site. The Listing effectively places another level of bureaucracy over all aspects of the operation of the facility from maintenance of the current assets (eg Buildings) to future community use options. Council considers that as owner of the facility and as the authority representing the interests of the whole community, it has ultimate responsibility to ensure the facility is maintained to a safe and reasonable standard and that the facility's future use meets community expectations around issues including economic viability, safety, environment protection and legislative compliance.

Your letter refers to Council allocating $100,000 for the Appeal process. This is not correct. Council has not allocated any funds in its Budget for the Appeal. It is not known at this time what the Appeal costs might be, however, when these costs are known Council will then consider from where costs can be met. Council has allocated $100,000 in its Budget for necessary maintenance and operational costs at Lakeside, such costs including building maintenance and grass slashing.

Council is not in a position to consider the re-introduction of motor racing at Lakeside until the Appeal has been considered. On the basis of legal advice any decision to re-introduce motor racing at this time could jeopardise Council's position in the Appeal.

I advise further that Council has no intention of selling the Lakeside facility and there are no hidden agendas regarding its future (as implied in your letter).
